In some locations, readings of PM2.5 and PM10 hit highs of eighteen hundred, amounting to 15 to 20 times exceeding acceptable levels. Pyrotechnics Prohibition and Current Policy Shifts Beginning in 2020, officials had enforced a complete ban on the purchase and ignition of firecrackers during Diwali due to their substantial impact to the deadly smog that engulfs the capital as colder weather sets in. Yet recently, the recently formed local leadership approached the supreme court to propose a relaxation of the prohibition. Officials advocated for allowing "eco-friendly fireworks" – previously doubted by conservation groups as being only approximately one-third less polluting – as a balance between "cultural practices and environment". Court Ruling and Enforcement To the disappointment of medical and ecological advocates, judges complied with the appeal, stipulating that environmentally conscious fireworks could be ignited during limited hours throughout the Diwali. Throughout the festival evening, there was considerable violation of the time restrictions across the city, with minimal enforcement regarding whether the firecrackers being used were actually the supposedly greener variety. Numerous monitoring devices throughout the capital registered pollution reaching highest levels around the night hours to extremely hazardous levels seen during celebrations in at least the past three years. Cross-Border Implications The widespread use of pyrotechnics during Diwali also triggered a dispute with neighbouring Pakistan, with representatives in Pakistani Punjab province partially attributing declining pollution levels in Lahore on pollutants originating in across the border following the celebrations. Long-Standing Environmental Crisis Extremely elevated concentrations of atmospheric toxins in Delhi have persisted as a major challenge for more than 15 years, with the situation gradually deteriorating. Near Diwali, the concentration of dangerous particulate matter in the environment has been found to increase dramatically to seventy percent above the most severe readings ever measured in China's capital, which was once considered as the globally most contaminated city. Diverse Contamination Contributors The situation in Delhi is resulting from a combination of different contributors including automobile exhaust, airborne particles, building projects, waste incineration and pollutants from crop residue ignition in nearby regions of neighboring agricultural zones. In these regions, agricultural workers regularly set their fields on fire to clear them quickly, creating hazardous smog that becomes contained over the capital as winter air sets in. Medical and Economic Impact Both financial and medical toll on the approximately 33 million inhabitants living in the capital region is substantial, according to multiple investigations. The contaminated air causes increased incidence of neurological, cardiovascular and lung conditions, and can potentially cause oncological diseases. Air quality crisis is estimated to be accounting for approximately 10k premature mortalities each year in Delhi.
